State Information Data Exchange System (SIDES) Certification Criteria

The SIDES Team within the National Association of State Workforce Agencies (NASWA) will determine and designate, on an annual basis, which State Workforce Agencies (SWAs), SIDES Integrated Partners and SIDES Software Providers meet the criteria to be a “SIDES Certified” entity. The criteria for this determination are set out below. SIDES certification will be determined by the NASWA SIDES Team based on these data sources:

  • The Employer-TPA Performance Report from the SIDES Administrativ​e website (uisides.org/admin)
  • The National Workload Report from the SIDES Administrative website
  • ETA-5159 Claims and Payment Activities

The “SIDES Certified” logo and instructions on its proper use will be provided to recipients by the NASWA SIDES Team.

State Workforce Agencies:

  1. Must meet all three targets based on Unemployment Insurance Program Letter (UIPL) No. 19-16.
  2. The targets for states are as follows:
    • The SWA must have fully implemented SIDES System Integration with all Integrated Partners (see below) within one year of the date that the Integrated Partner began participation in the SIDES Separation Information exchange in that state.
    • The SWA must receive employer responses to 50% of all processed UI initial claims (see below) through a combination SIDES System Integration and SIDES E-Response.
    • The SWA must receive responses to at least 35% of their initial claims not being sent to their Integrated Partners using the SIDES Separation Information exchange through SIDES E-Response.

  3. Must be in production on a minimum number of SIDES exchanges as follows:
    • a. For Calendar Year 2024 – minimum of 4 exchanges
    • b. For Calendar Year 2025 - minimum of 5 exchanges

Integrated Partners:

  1. Must be in production on a minimum number of SIDES exchanges as follows:
    • a. For Calendar Year 2024 – minimum of 4 exchanges
    • b. For Calendar Year 2025 - minimum of 5 exchanges
  2. Must have an overall performance score on the Separation Information exchange for the calendar year of 99% or better based on the following criteria
    • Number of requests for which no responses were received
    • Number of responses which were sent after the due date
    • Number of responses that were provided using the “Refuse to Provide” separation code
    • Number of responses that were provided using the “Not listed” separation or remuneration code
    • Number of amended responses that were provided after the due date.

Integrated Partner performance scores are calculated for all activity between a specific partner and all SWAs with which they exchange data.

Software Providers (for State Workforce Agencies):

  1. ​Must have SWAs using their software in ​production on a minimum number of SIDES exchanges as follows:
    • a. For Calendar Year 2024 – minimum of 4 exchanges
    • b. For Calendar Year 2025 - minimum of 5 exchanges
  2. Must have at least one SIDES Certified SWA using their software.

Software Providers (for Integrated Partners):

  1. Must have Integrated Partners using their software in production on a minimum number of SIDES exchanges as follows:
    • a. For Calendar Year 2024 – minimum of 4 exchanges
    • b. For Calendar Year 2025 - minimum of 5 exchanges
  2. Must have at least one SIDES Certified Integrated Partner using their software.

Definitions

Integrated Partner is defined as employers or employer representatives who utilize SIDES System Integration to exchange data regarding unemployment claims with State Workforce Agencies.

​Initial claims are defined as "the total number of new, initial, and additional claims as reported in the ETA 5159 monthly report”. ​
